{"id":84078,"date":"2026-02-23T15:58:51","date_gmt":"2026-02-23T15:58:51","guid":{"rendered":"https:\/\/europeanbusinessmagazine.com\/?p=84078"},"modified":"2026-02-23T17:33:49","modified_gmt":"2026-02-23T17:33:49","slug":"europes-critical-minerals-scramble-green-transition-meets-geopolitical-risk","status":"publish","type":"post","link":"https:\/\/europeanbusinessmagazine.com\/business\/europes-critical-minerals-scramble-green-transition-meets-geopolitical-risk\/","title":{"rendered":"Europe\u2019s Critical Minerals Race Heats Up as Green Transition Faces Geopolitical Risk"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The European Commission announced its <\/span><a href=\"https:\/\/single-market-economy.ec.europa.eu\/document\/download\/01c448d6-dc93-40d7-9afe-4c2af448d00c_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">RESourceEU Action Plan<\/span><\/a><span style=\"font-weight: 400;\"> in December, 2025, committing \u20ac3.5 billion in funding to critical raw material (CRM) projects. <strong>By Anna Dodd<\/strong>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Citing risky dependencies on China, the European Commission aims to have Europe and its allies gaining control over CRM projects across the supply chain. China has long dominated the CRM pipeline \u2013 from extraction to processing to manufacturing of final products \u2013 which poses a risk to Europe\u2019s energy transition goals. But, the Asian superpower has also shined in military security \u2014 a salient subject in recent years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The past year saw China restrict exports on a range of critical minerals and rare earths \u2014 first in April 2025, and then again in October 2025. Although these restrictions were mainly implemented in response to United States tariffs under President Donald Trump, the impacts of Chinese restrictions were felt globally, including within the European Union.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c[China\u2019s] stronghold creates dependencies for the EU and other partners that are increasingly weaponised for geopolitical purposes,\u201d reads a European Commission communication.<\/span><\/p>\n<p><b>From raw materials to <\/b><b><i>critical<\/i><\/b><b> raw materials<\/b><\/p>\n<p><span style=\"font-weight: 400;\">There was a time when these resources were simply that \u2014 resources. When did raw materials like copper, rare earths, and magnesium gain the qualifier of \u201ccritical\u201d?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Henry Sanderson, a journalist and author specializing in clean energy and critical minerals, credited Trump as a major player in the global focus towards critical raw materials, dating back to 2017.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although the EU <\/span><a href=\"https:\/\/single-market-economy.ec.europa.eu\/sectors\/raw-materials\/areas-specific-interest\/critical-raw-materials_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">released its first raw materials list in 2011<\/span><\/a><span style=\"font-weight: 400;\">, \u201cTrump really catalyzed this focus on critical minerals in his first administration,\u201d said Sanderson, while in conversation with <\/span><i><span style=\"font-weight: 400;\">European Business Magazine<\/span><\/i><span style=\"font-weight: 400;\">. The author pointed to a <\/span><a href=\"https:\/\/www.irena.org\/Digital-Report\/Geopolitics-of-the-Energy-Transition-Critical-Materials#page-4\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2017 executive order<\/span><\/a><span style=\"font-weight: 400;\"> which called on the US Department of Commerce to develop a critical minerals federal strategy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cBut it didn\u2019t receive the global attention that it probably should have done at the time.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Having campaigned under an anti-renewables stance, Trump\u2019s focus on these materials rather stems from his long-held opposition to American reliance on foreign imports, according to Sanderson. But China\u2019s retaliatory measures on U.S. tariffs last year is what has brought renewed attention to this subject more recently.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI think that highlights some of the weaknesses of [western] democracies \u2014 they wait for issues to bubble up till they reach crisis mode, and then they take action,\u201d he said. \u201cBut certainly for Trump, since his first time around, he\u2019s been focused on critical minerals.\u201d\u00a0<\/span><\/p>\n<p><b>A renewed view on European security<\/b><\/p>\n<p><span style=\"font-weight: 400;\">According to the Commission, critical raw materials are essential for a number of geopolitical priorities: clean energy, digital transitions, food security, and defense and aerospace.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A legal expert specializing in corporate energy and mining regulation noted that the narrative surrounding critical raw materials has transformed in recent years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cRearmement and massive investments in defense will likely spillover into critical minerals,\u201d said the expert, choosing to remain anonymous for privacy reasons.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMuch of the infrastructure that is needed for defense, like drones, AI systems, radar and missile guidance \u2014 it\u2019s quite metals-intensive and power hungry \u2026 If Europe is really serious about rearming and reinforcing its strategic autonomy, it cannot do so while remaining reliant on Chinese electric vehicle batteries and rare earth magnets.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But before EU security and military returned to mainstream geopolitical discussions, critical raw materials had already been identified as strategic for the green energy transition.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The expert observed this change: \u201cWhat concerns me professionally is that the energy transition is not fueling this trend anymore. Yes, rare earth and battery metals are kind of like the new oil, but resource control itself is the new bargaining power,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe question is whether democracies can build secure, ethical, and competitive supply chains fast enough and without resorting to the same extractive zero-sum game they claim to oppose.\u201d<\/span><\/p>\n<p><b>The European stake\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Where countries like the United States and China have been in the critical raw materials business for some time now, the European Union has been late to join. China has been <\/span><a href=\"https:\/\/africacenter.org\/spotlight\/china-africa-critical-minerals\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">particularly active in Africa<\/span><\/a><span style=\"font-weight: 400;\">, not only taking a leading role in critical raw materials mining, but also investing substantially in various infrastructure projects through its Belt and Road Initiative (BRI).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Eszter Szedlacsek is a climate policy expert with Vrije Universiteit Amsterdam and research fellow with the Africa Policy Research Institute. She highlighted that comparing China\u2019s influence in Africa to the European Union\u2019s is difficult.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the European Union\u2019s Critical Raw Materials Act (CRMA), several bilateral partnerships in Africa are outlined. \u201cBut these are quite opaque,\u201d said Szedlacsek. \u201cSo their success and whatever impact they have and however they can compete with the Chinese influence really depends on how they will be implemented.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And although the strategic projects in Africa outlined in the CRMA are much more concrete, they are minimal in comparison to China. \u201cFour projects in the entire African continent, it\u2019s not too extensive,\u201d said Szedlacsek, adding, however, that the EU brings its own unique value.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHow the EU tries to differentiate itself is through local value addition, supporting industrialization locally in African countries,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similarly, Arthur Leichthammer, a policy fellow for geoeconomics at the Jacques Delors Centre, added that price is not the only consideration when it comes to competition with China. \u201cThey\u2019re not competing on price,\u201d he said. \u201cYou will not compete on price.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other factors come into play, such as ensuring a safe and reliable trading partner.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere are resilience criteria that must be priced in,\u201d said Leichthammer. \u201cIf you would assume a frictionless trade, you would just keep on buying from China \u2026 you will not be able to rely on China for continuous supply.\u201d\u00a0<\/span><\/p>\n<p><b>Cooperating with the United States<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In spite of Trump\u2019s recent rhetoric surrounding <\/span><a href=\"https:\/\/eureports.com\/2026\/01\/greenland-emerges-as-new-focus-of-u-s-geopolitical-ambitions\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Greenland<\/span><\/a><span style=\"font-weight: 400;\"> and the possibility of a U.S. acquisition \u2013 which was met with widespread European opposition \u2013 the American government indicated a more collaborative attitude at its February 4, <\/span><a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/02\/2026-critical-minerals-ministerial\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2026 Critical Minerals Ministerial<\/span><\/a><span style=\"font-weight: 400;\">, seemingly reframing the country\u2019s approach to international relations \u2014 at least on the subject of critical raw materials.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cToday the United States, together with our partners and allies, has set out to reshape the global market for critical minerals and rare earths,\u201d reads the government communication.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Echoing similar statements from the RESourceEU Action Plan, the U.S. government announced collaboration with over 50 countries, as well as the European Commission.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe [critical minerals and rare earths market] is highly concentrated, leaving it a tool of political coercion and supply chain disruption, putting our core interests at risk. We will build new sources of supply, foster secure and reliable transport and logistics networks, and transform the global market into one that is secure, diversified, and resilient, end-to-end.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a <\/span><a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/fr\/statement_26_323\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">joint press statement<\/span><\/a><span style=\"font-weight: 400;\">, the nature of the collaboration between the European Commission and the United States is explained in further detail. Within the next 30 days, a Memorandum of Understanding \u201caimed at boosting critical minerals supply chain security\u201d will be signed between the two parties.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What this collaboration means for critical raw materials development in Greenland, demonopolizing China\u2019s role within the market, and the EU\u2019s RESourceEU Action Plan has yet to be seen.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission announced its RESourceEU Action Plan in December, 2025, committing \u20ac3.5 billion in funding to critical raw material (CRM) projects.
